A set of business operations and management processes are required to guide the construction and operation of smart cities. The International Standards Organization focuses on the smart city standard system framework and the underlying technical level, and does not involve commercial business processes. The Chinese smart city standard system covers smart city planning, construction, and evaluation, and it does not involve the smart city operation process. In order to improve the international smart city standard system, Inspur Group combined with smart city practices and based on the mature framework of the Telecom Management Forum eTOM, proposed to establish the world's first international standard for smart city operations-SCOM.

SCOM stands for "Smart City Operations Map-SCOM", which is based on Inspur's Smart City operating practices, with reference to the latest 19 versions of eTOM defined by TMF, extend the description of business process specifications applicable to smart city operations. The TeleManagement Forum (TM Forum or TMF for short) is a non-profit global well-known digital economic association and standardization organization, with members from more than 850 member units in more than 180 countries and more than 95,000 registered experts worldwide. A series of standard frameworks proposed by TM Forum, especially the eTOM business process framework, have been widely accepted by international mainstream telecommunications operators, IT equipment vendors and software vendors, and have become de facto international standards in the field of business operation management.

The international standards of the “Smart City Operation Framework” led by Inspur mainly include: defining a systematic smart city operation panorama view and the full life cycle process of smart city operation projects; proposing a service operation process model for the public, enterprises, governments and other interested parties , Clarify the main end-to-end business process; describe the full ecological partners and supply chain management related to smart city business, and initially open the business process of the entire ecological value chain. The standard will help governments and smart city operators to standardize their operation management systems and business processes, integrate digital city resources, and build a smart city cooperative ecosystem, committed to providing quality products and services to the public, businesses, and governments. This standard plays a key role in regulating the smart city operation process and establishing a smart city operation ecosystem, injecting new momentum into the development of smart cities and the digital economy.

        The international standards have joined the unit also includes China Academy of Information and Communications Technology, China Mobile Research Institute, Beijing University of Posts and Telecommunications, China Urban Science Research Institute Smart City Joint Laboratory, and so on. After TMF, ISO / IEC and other international experts review, on July 23, 2019, the SCOM project was officially confirmed by TMF, and the first version will be released from the end of 2019.

The lead organization of the SCOM international standard fully reflects the high recognition of the strength of Inspur Smart City by international organizations such as TMF and the industry. In the future, Inspur will take this as an opportunity to continue to comprehensively assist the construction of smart cities, accelerate the construction and operation of smart cities in many cities across the country, and make citizens' lives smarter and cities better.
